Get the SimID by the pet affected by the bug by typing in the command sims.get_sim_id_by_name FirstNameofPet LastNameofPet
Write down the sim ID written in the console, it'll be a 19 character long string
Remove all moodlets from your pet by typing in sims.remove_all_buffs SimID, e.g. sims.remove_all_buffs 1052442116385935975
What you can do is open up notepad or something in a small window above the game and then type down the SimID there, provided you play in windowed full-screen or windowed mode, and not actual full-screen. You can then copy-paste (Control-C, Control V) the SimID once into the console.

This will clear all the moodlets from your pet and they'll stop whining. Hopefully they'll fix this soon though.

This has been driving both me and @LewisAnimates crazy this afternoon as our dogs were constantly scared no matter what they did. We did both take our dogs to the vet and scheduled a health check up and paid for the preventative shot.

Our dogs weren't scared of the vet just scared. I am not sure how long the moodlet stays away so the cheat may have to be done several times.

Was just coming to post what Crinrict posted Pet is constantly unconformable / scared
Also saw this workaround on the *forum*

Thank you! I have played a couple sims days and the dogs seem to be doing okay. They haven't been scared. Will continue to test today. thumbs up

Mojo has not been to the vet yet and he's been exhibiting that scared moodlet off and on. I wondered what was causing it. ?

There are several things that will spook the pets. In my save both my dogs are afraid of fire....and fire pits/places, even when unlit.

Sims VIP is working on their guide. However, the section for Obsessions and Fears is not complete yet.

It's very frustrating to have to tell the dogs to potty and eat all the time Mad
