 My lonely sim

I have filled Newcrest with houses and community lots. My sim moved into a house but he is after a week still the only person in Newcrest. There are lots of people in the park, night club etc.
Why doesn't he have any neighbors?
I have marked the "fill empty homes" in game settings.

Just now seeing your post. I've not had much success with the game keeping houses filled. You may want to move in some random families to get things started.

Moving in Sims is a good idea. It was taking the game too long to put Sims in the empty homes in my game so I put some prefab houses down and after remodeling them moved Sims in. Only problem I ran into was I used Sims I'd made and put in other towns, and the game used them also so in some cases I'd have the same Sim, usually as a YA, wandering through a town where it's 'clone' was being played.

There is a little trick  accidentally discovered.
Households can be moved in directly from the gallery without money cheats.
Take your active Sim to a lot next to the lot where you want to add a household.
Click on the lot like you would if you were going to travel to the lot.
An option will show to 'Move in a household from the gallery.'
The game will then take you to the gallery where you can choose the household.
Once confirmed you will be back in game and see a message the that the family has successfully been moved into the lot.
